Question for 37 Military Hospital

How do I pay a medical bill to 37 military hospital in ghana,I've been informed by a Dr Bismarck nkansah via email that a medical bill needs paying before ,Sarah Amoasi is allowed home after surgery following a RTA ,is this a normal practice for a Dr to ask for payment ,and not the hospital administration ,
