Question for Maamobi Polyclinic

I have a family member at Maamobi polyclinic who is to be discharged tomorrow. After a cesarean section was conducted on her she was told to pay some amount of money whereas she has the NHIS card with her. Please I don't understand why she should pay that amount while she has the NHIS with her, which I suppose the card can cater for any other expenses.
