WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, the Mastercard Foundation and the African Development Bank.

Innovation in Non-Traditional Vocational Education and Skills Training (INVEST)The INVEST is a 5-year initiative being implemented by WUSC which is aimed at building sustainable pathways to enhance economic empowerment, well-being and inclusive growth for 5,000 urban marginalized young women in Accra, Kumasi, and Sekondi-Takoradi, Ghana. Working in high growth sectors, the initiative will test and scale innovative, sustainable models to improve the enabling environment, reduce gender-specific barriers to women’s economic participation, and enhance access to decent work for marginalized women in non-traditional sectors.

The INVEST project is driven by inclusive market systems approach to pursuing a level of change that goes beyond symptom and surface level to address root cause of problems, sustainably and at scale. 
Thus, with a commitment to transforming systems, integral across all its interventions, the scholarship scheme is being anchored on Ghana Chamber of Construction Industries (GhCCI) as a strategic partner to leverage resources, expertise, network and ensure that skills development aligns with evolving labor market trends to foster employment opportunities.  
INVEST also strengthens capacities and catalyzes partnerships with governmental, private sectors, academia, etc. within the ecosystem to maximize the positive impacts and create lasting change. 
Just like any project, the INVEST has triple constraints- i.e., its bound by budget, scope and time. 
Being in final phase of implementation, it is very essential to set up a blended finance mechanism through GhCCI to sustain and scale up sponsorship of the scholarship scheme beyond INVEST project’s lifespan.
WUSC is seeking the services of an experienced Resource Mobilization Advisor to collaborate with the Ghana Chamber of Construction Industries (GhCCI) in setting up a blended finance mechanism which would support lifelong learning, skills development, entrepreneurship, and decent employment creation for marginalized women in high-growth non-traditional sectors and ultimately contribute to sustainable development. Specific objectives:
  • To identify and map out potential funding opportunities
  • To support GhCCI to develop feasible strategies and secure funding support (both financial & other resources) from diverse options (blended finance).
  • To propose a sustainability and growth plan for the blended finance initiative and backstop GhCCI for 3 months after submission of final report of assignment to WUSC. 
  • Scope of work/ Tasks to be performed
  • Conduct an inception meeting with WUSC and GhCCI staff to establish a common understanding of the assignment (objectives, scope, deliverables, timelines, communication & reporting protocols, etc.), the approach/ strategy intended, roles, responsibilities and next steps. 
  • Assess GhCCI funding landscape and review existing database of funding sources, practices, etc. over the years to make informed fundraising decisions.
  • Identify and map out potential funding opportunities that aligns with INVEST’s scholarship goals, document relevant information and maintain a comprehensive and updated database. 
  • Support GhCCI to develop and implement appropriate and innovative fundraising strategies/ approaches to secure funds (both financial and other non-financial resources) totaling $500,000 from the various funding options (government, private, international, organizations, etc.)
  • Develop robust monitoring and reporting tools- trackers, reports templates, etc. to track use of funds, report outcomes & impact of the initiative to stakeholders for transparency and accountability in the system.
  • Identify potential risks and strategies to mitigate the risks
  • Diversify funding sources (e.g., explore internal revenue activities with GhCCI to leverage expertise, resources, etc.)
  • Provide capacity building support to GhCCI, WUSC staff and relevant stakeholders on effective resource mobilization strategies- blended finance models and structures, etc. 
  • Foster collaborative partnership among potential investors- government, private, development partners etc. to mobilize resources, share expertise, leverage strengths in designing, implementing and scaling up blended finance solutions.  
  • Research and explore possible strategies for sustainability and scalability of the blended finance platform for GhCCI. 
  • Key deliverablesThe following outputs would serve as benchmarks to measure progress and success of the assignment:
  • Comprehensive inception report, monthly narrative reports (on progress of assignment cycle) and final consolidated report with lessons learnt, recommendations, next steps, etc.
  • Database of potential funding opportunities that align with INVEST scholarship scheme- relevant information on timelines, application requirements, nature of funding, priorities, etc. 
  • A detailed plan/ strategy to mobilize funds from diverse options and mitigate potential risks.
  • Financial and non-financial resources totaling $500,000 secured for the GhCCI to support the scholarship scheme- Target 70% finance and 30% other resources 
  • Trackers for monitoring and evaluation of funds’ performance.
  • A sustainability and growth strategy for the blended finance mechanism
  • Capacity building workshop for WUSC and GhCCI staff on effective resource mobilization approaches- blended finance models
