Question for Ghana Civil Aviation Authority

My friend live over in Accra, Ghana and wishes to travel to Colorado United State. We would like to know what papers are need for her to so? and the cost of this papers? does your office does the papers? we understand that Passport,Visa,Criminal report,Medical report and plane ticket? if I able to help her can I send the money to your office or the office where we would pay the fees?
