Question for Royal Netherlands Embassy

Please my name is Bismarck, on what condition can one be refused of his visa if he has gotten the invitation to under take a short course in Lithuania,he has paid all the fees for the course and provided all the needed documents to support his visa application. Please kind you kindly answer me?
