Question for Labour Department

1. Please can an employer decide to change the condition of service of its employees for not meeting its target without coming into an agreement with the staff or workers?

2. Is it possible to change appointment letter of an existing staff ( i mean old staff). REASON: simple to erase some benefit or allowance from the previous or first appointment letter issued.
