Question for Birth & Death Registry

To whom it may concern. I have a friend in Accra that needs a birth certificate to get her pass port. She move there from the USA when she was young with her father and denounced her American citizenship Her father passed away and now she wants to travel. Were do you go and get it and how much dose it cost. Thanks Ed
