Question for Ghana Education Service, GES Promotions, GES Recruitment- Head Office

Please this is Derrick, my sister completed school in the year 2013 [BECE] and had a placement but due to one or two reasons she could not go to school that year and she is now ready to start school,
please i want to know there is a procedure we have to go through first before she starts school
