Question for British High Commission Ghana

I made an application to go to the UK for a week to attend my graduation ceremony at the University Of Wales

I was refused the application on grounds which I will like to seek administrative review.

The grounds where due to lack of understanding of the document and a bypass of the additional information note on the application form.

will like to know if i can seek an administrative review.
